The Corporation of the Township of Langley is requesting Proposals for Engineering Services to provide the following for the intersection improvements at 16 Avenue and 272 Street:· 
- Preliminary and Detailed Design
- Tender (provisional)
- Construction (provisional)
- Post Construction (provisional)

16 Avenue is an important component of the regional Major Road Network (MRN) that connects the municipalities of White Rock, Surrey, Langley, and Abbotsford. It is the only continuous east-west corridor south of Highway 1 that connects to Provincial Highways 13, 15, and 99 as well as to three international border crossings:  Peace Arch/Douglas, Pacific Highway, and Aldergrove. In addition, the City of Abbotsford is planning for a new network
connection by providing an extension of 16 Avenue from Bradner Road to Marshall Road. As such, the traffic safety, flow, and efficiency of the 16 Avenue corridor are essential for the movement of people and goods.

Led by Translink, the Township, the Cities of Surrey and Abbotsford, Insurance Corporation of British Columbia, and the British Columbia Ministry of Transportation and Infrastructure completed a 16 Avenue Corridor Study in February 2016. The study included stakeholder engagement and public consultation to examine the corridor and provide
improvement strategies and recommendations. One of the recommendations is to install a traffic signal at 272 Street.  A copy of the report is provided as reference material.

Further to the 16 Avenue Corridor Study recommendations and direction from Township Council, the Township retained a professional firm with expertise in transportation modelling and analysis to undertake a 16 Avenue Traffic Signals Study of the corridor within the Township. This study included the review of traffic forecasts, traffic signal warrants, geometric parameters, collision data, and operational performance and gap analysis. The study supports the installation of a traffic signal, complete with left turn bays on 16 Avenue at 272 Street. A copy of the September 2016 final report is provided as reference material.
